STATE MANAGEMENT

 

The State government body of Syunik marz is Syunik Marzpetaran.
     According to RA decision No. 1795, September 19, 2002 on “RA Syunik Marzpetaran” regulation Syunik Governor (Marzpet) implements state management, executes RA Government regional policy, coordinates the activities of regional services of republican bodies through Marzpetaran in accordance with RA legislation and other legal acts. 
   Together with the governor and staff Marzpetaran carries out its activities according to RA legislation and other legal acts.
     The Governor has a deputy governor, who coordinates the activities
  implemented by the structural subdivisions of Marzpetaran staff acting in the field commissioned to him by the Governor.
     The Governor has a consultant, an assistant and a mass media secretary, who are appointed and dismissed by the Governor. The Governor distributes duties between them.
     Marzpetaran staff is a state administrative personnel without juridical person. The aim and objectives of marzpetaran staff is to provide through RA laws and other legal acts the implementation of commissions the Marzpet holds.
     Marzpetaran staff acts according to RA law and other legal acts, RA International contracts and marzpetaran regulation.
    Marzpetaran staff is not implementing entrepreneurial activities.
    RA Government is responsible for duties of Marzpetaran staff.
    RA Government and the Governor acting within his commissions implement the management of Marzpetaran staff.
    Supervision of Marzpetaran staff implements the head.
    Within the commissions he charges by marzpetaran regulation the head of Marzpetaran staff manages the current activities of Marzpetaran staff through decisions of the governor, laws and other legal acts and bears responsibility for not implementing or properly implementing his duties.
    The head of Marzpetaran staff is obliged not to run decisions and instructions of the Governor, which contradict RA legislation.

The head of Marzpetaran staff:
 ·        Performs within his competence and without the power of attorney the interests on behalf of RA
 ·        Gives power of attorney on behalf of RA
 ·        Is in charge of Marzpetaran staff inventory and finances in the procedure established by law and marzpetaran regulation
 ·        Issues orders, appoints and dismisses employees of Marzpetaran staff within his commissions
    RA Government confirms the marzpetaran regulation and the staff structure and is competent to reorganize the Marzpetaran staff and to cease its activities accprding to the law.
        According to RA Government decision No. 1795, September 19, 2002 the regional centers of Goris, Kapan, Sisian and Meghry social service are reorganized into Goris, Kapan, Sisian, Meghry social service regional agencies of RA Syunik Marzpetaran staff as separates subdivisions.
